Der ganze Artikel stimmt mit der kleinen Einschränkung das dieses automatische abusen und löschen nur bei Newsservern die in den USA stehen oder für Firmen gilt die dort Newsserver betreiben gilt. Aus diesem Grund gibt es auch Webseiten die speziell europäische Newsserver zeigen die anderswo stehen.
Ich zitiere ein paar Worte von https://www.ngprovider.com/euro-based-usenet-providers.php . Wenn das nicht erlaubt ist bitte löschen.
Kurz übersetzt wer sich das nicht auf Englisch durchlesen will doer kann. Es gibt bei Europäischen Newsservern keine automatische DMCA Löschung sondern nur eine manulle was es für die DMCA komischerweise(Ironie) bisher recht uninteressant macht.

The DMCA: Irrelevant to European USPs as long as the head office and the servers are located outside of the USA. USPs that resell access from a Back-end Usenet provider based in Europe are nevertheless subject to the DMCA’s ruling since the business itself is in the USA. Equally some USPs have a Dutch site but still have to abide by the DMCA since they make use of US servers (resellers of American USPs are indirectly controlled by American law). But European USPs are still subject to NOTD (Notice and Take Down) since 2009. This is less systematic and less applied in Holland which explains why some files are present on NL servers and absent in the USA. But this is no guarantee that a file removed by the DMCA will be available in Europe! Dutch USPs are also affected by NOTD.
